something heartening

Question:
link i found on petfinder

notice the petnotes at the end:

Read the following very carefully! It will be enforced and there will be a home check to make sure you do not have other chinchillas of the opposite sex.
Chubz is an unneutered male. He will NOT be adopted into a household with ANY female chinchillas unless he is neutered or you have veterinary paperwork proving your chinchilla has been spayed.
He will not be adopted into ANY household where you intend on breeding him. Neutering chinchillas is very risky and costs around $200. If you would like to adopt Chubz as a companion for your female, you will need to pay $200 for his neuter fee then wait one month for him to complete healing before taking him home and attempting to match him with your female.
His unneutered adoption fee is $100 and that includes his cage, a two week supply of pellets and hay, his dust house, plus a few toys he is used to. If you are interested in adopting him without his cage because you already have a three level cage like he is used to, his adoption fee is $55 which includes pellets, hay, dust house and toys. Chubz will be adopted to an indoor only home, with no children under 10. Chinchillas require regular schedules to be happy. They like to eat at the same time, get their playtime at the same time, etc. They are nocturnal so they are primarily awake at night, and early morning. Please visit www.rabbitadoption.org/application.html to fill out an adoption application and view our adoption policies. You must travel to us in the San Fernando Valley. We will not ship and are unable to "deliver". Chubz is stil currently available as long as he is listed here. If you are interested in adopting him, are over 18, own your house or have proof your landlord allows animals, do not have any female chinchillas, understand there is a non-negotiable adoption fee, and live within 1 1/2 hours of Northridge, Ca, please fill out an application if you are interested.

I think that is quite possibly the point. How many times have kids begged for pets and promised with their whole life that they will take care of them and don't. The parents end up with the responsibility (which they should have anyway if they are going to buy animals for small children) and then get fed up with it, so the animals end up not having as much care and attention as they should.

this is nto the kids issue, but the parents. they are the ones who sign the contract and take the responsability. end of story. seriously, if a kids begged and begged for a brothr or sister and swore tehy would help and be good etc, adn then the kids never helped and wanted to gvie the kid away-would they? a family member is a family memeber and the adults are ultimitely responsable.

Answer:
My opinion on the child issue is this..
I think that if the potential adopter wanted to get the chinchilla FOR their child.. then no. If the adopter wanted the pet for themselves but just happened to have kids under 10 yrs.. then that would be different. They would have to monitor their children carefully to be sure they aren't touching the chinchilla when they parent isn't around.. Working in a shelter, I see so many parents wanting to get a 'starter pet' for their kids.. and when asked what if the kids lose interest.. what will you do? They reply.. we'll give it away.. WRONG ANSWER! NEVER get a pet FOR a child.. if the parent is not willing to take on the responsability for the care then the pet should not be purchased. Period.
