Am I just being sensitive or is it wrong to have a litter of puppies on the sidewalk like what is pictured? And what is up with that whelping box? Dirt?!

They all look so scared ... yup that is an outdoor whelping box made over dirt!
Why that boy is holding the blue/white pup like that I haven't a clue, but it breaks my heart!
