Workers at animal shelter charged in abuse of puppy

Employees of a local animal-rescue organization have been charged with animal cruelty after they were accused of burying a puppy alive.
Two employees of Tailwaggers Rescue and Retreat were charged with cruelty by beating and kicking a sick puppy before burying the dog while it was still alive, said Lt. David Taylor of the Cabarrus County Sheriff's Office.
Gary L. Stroup, 44, of Albemarle, and Jeffery Dwayne Thom-as, 17, of Stanfield were charged April 17 after a witness told authorities about the abuse.
The animal-cruelty charges are the latest in a string of problems the rescue organization has had with neighbors, businesses and authorities.
Kelli Allen opened the organization in March 2003. The group's Web site says that Tailwaggers is a no-kill organization.
Allen said that the witness in the cruelty case is a former employee fired for poor performance who is trying to get back at her. Taylor said that the employee was not fired until after she reported the abuse.
Tailwaggers' mission is to provide sanctuary to abused, neglected, unwanted or orphaned dogs. It develops a coalition of professionals from animal-welfare groups, animal-control officials and veterinarians.
The organization has been plagued with problems. Tailwaggers was charged in April with being a public nuisance because of the excessive barking and offensive odor caused by the dogs.
"They were put on notice because there was no criminal intent," Taylor said.
In June 2003, Tailwaggers was cited by animal-control officials three times for letting dogs run loose.
Since the organization's opening, animal-control officials have been called 11 times for complaints about barking dogs, three times for dogs running loose and two times for dog bites.
"There were virtually no animal calls in that area before they opened," Taylor said.
Allen said she is being harassed by neighbors and by animal-control officials. Her neighbors and animal-control officials are doing everything they can to get rid of her, Allen said.
"The sheriff's department threatened to shoot our dogs if they found them loose," she said.
Allen said she does not remember the names of the two deputies who made the threat.

That is a tough situation. Would most of the problems be due to lack of funding? And torturing a puppy?
I guess they are in a bad location with people who have no compassion

People are disguishing when they harm animals, how would they like it!!! Idiots & if that is right what the shelter is doing, they also should be put out of business.
