Well, I have mixed feelings about it. I don't think dyeing a dog's hair is really that harmful for it. And how does someone enforce 3 walks/day? And who is it that is going to decide if a dog is being over exercised on a bike? Some dogs can take more than others so unless it's falling over or really dehydrated or something (which I would consider under the jusitriction of animal abuse anyways) then it's not an enforcible law either..
