Italian town's new law

Based on their population, 150 000-200 000 dogs and cats is really not that much compared to HERE!! Answer: Well, I have mixed feelings about it. I don't think dyeing a dog's hair is really that harmful for it. And how does someone enforce 3 walks/day? And who is it that is going to decide if a dog is being over exercised on a bike? Some dogs can take more than others so unless it's falling over or really dehydrated or something (which I would consider under the jusitriction of animal abuse anyways) then it's not an enforcible law either.. Answer: This is quoted from the article: "To enforce the law, Turin police would rely largely on the help of tipsters spotting cruel treatment by their neighbors, La Stampa reported."
