Hi, I have a 2 year old male maltese. He was neutered when he was a puppy, however he always seems to constantly be licking and playing with his penis. Someone told me that he is cleaning himself, but it doesn't seem that way. If I call his attention from it he starts crying like its hurting him and he has to finish what he is doing. Why is he doing this?????

You should bring him to the vet,he may have an infection and his licking it is only irritating it more.

i dont think he has an infection. he's been doing this for almost 2 years since he got neutered. he's either pleasuring himself or really cleaning himself. i need to know if this is a behavioral problem or not.
