Can one dog be alergic to another?

Question:
I have two dogs, one Husky and one pit-bull puppy. I agreed to foster a pit-bull black lab mix 2 days ago. (the city I'm in is creating pit-bull bans and breed specific legislation so many pit-bulls waiting to be adopted.) The foster dog and my pit play constantly but after about an hour my puppy's ears and eyes turn bright red and her eyes become nearly swollen shut. If she spends time outside alone or sleeps away from the other dog everything clears up. Could this be an allergy or just a form of exhaustion for too much play. I don't want to put the foster dog back into the shelter system but I don't want my puppy to be suffering.

I know with my husband's allergies, when we first got our dog, his allergies went crazy. After we bathed the dog once he was fine. Have you tried bathing the new dog after having been in a shelter? It might be an allergy to your new dog, or it could be an allergy to something the dog has on him from the shelter. Good luck!
