My daughters were asking me if they can have a new puppy after my dog Sparky was put down last week. But we still have another old dog, she is 12 years old as well. Her health condition is doing alright, eating regulary (except she has a problem getting up when she has to release herself). If I get them a new puppy, I am afraid that my old dog will get jealous and upset. Please let me know what should I do

To me this sounds like a personal decision.

If the older dog is in good health...then I don't see why getting a new puppy would pose a problem.

The old dog probably misses the dog that has just passed away however....so in fairness to that possibility, Personally, I would wait a few weeks.

I would explain to your daughters (depending on their age) that the old dog needs time to adjust before you get another puppy.
