I'm with Chico...why would a cat's whiskers need to be cut? I do know that whiskers affect balance and help the cat measure distance (such as "can I fit behind the refrigerator?"). You should keep an eye on the cat and make sure that he doesn't hurt himself by stumbling or mis-judging distances while he adjusts to the mini-whiskers.
